This silver item might be an easy one for our knowledgeable group, but I had not seen one until recently.
It is about 4 inches (10.16 cm.) high.

What is it called or used for ?

Yes Cheryl, it's a Brandy warmer.

Snifter, balloon or bauble, though here they are also refered to as bulbs.
