Hi Lulu.
Being in the U.S.A., I need to turn centimeters into inches so it makes sense to me.
23 cm. long = 9.06 inches.
3 cm. high = 1.18 inches.
11 cm. to top of handle = 4.33 inches.
Shield is 3.2 cm. high = 1.26 inches.
I'd guess that this piece would have held glass dishes for serving various foods.
1829 is probably just a catalog number. That year is too early for electroplating which was invented later.
Difficult to guess the date of manufacturer, but it could date to the late 19th or early 20th century.
I'd suggest using a cream polish for silver to clean it. Avoid those liquid silver cleaners, they take more of the silverplate off.
I use Wright's silver cream.
