help with mark aztec pin/pendant

I'm familiar with the eagle mark, but not with the #23 inside, can anyone tell me the location& dates this was made in. it is also marked hecho en mexico, sterling & 925

The 23 is probably the makers register mark, and made between 1955 and the early 1970's as shown here:
