this is termed an epergne - a type of centrepiece that became very popular, and very lavish, in victorian times; at the beginning of the 1960s you could go into any antiques shop and there would be a dozen or more, because nobody wanted them any longer. nowadays everything old being new again, these contraptions have become desirable collectors' items.
i seem to recall that the earlier epergnes had wider, flatter glass bowls and the more tulip/trumpet shaped ones are of a later date so i would think this epergne dates from the turn of the century give or take ten-fifteen years. but don't take that as definitive.
