Rookie stumbles identifing marks

I don't find enough of this stuff to get good at it. I hope someone will confirm that this is London, #2 duty mark , sterling. The date mark and maker I can't figure out. Any help will be appreciated. Thanks

Hi,

It's 1816, London. The makers mark has been overstamped by the Lion Passant, but is possibly that of Solomon Hougham a prolific maker of flatware. The pattern is Hourglass.
