The other salt spoon: don't recognize the letters

This spoon has a bowl with a gold wash and is 2 7/8". I know nothing about this. I am wondering wherther the letters are Russian, but am not sure. For that matter I am only asuuming it is sterling because most salt spoons that look silver are sterling (in my limited experience) I also decided the letters should be read left to right with the bowl on the left, but in case that is incorrect here is a pic from right to left(bowl on right)

Soviet melchior (nickel silver), mid 20th century, this spoon was usually included with various salts of the same metal (many with enamel decoration).
