Identify mark on small spoon

I have 12 of these small spoons - perhaps souvenirs?
They are very light weight, and only 4 1/2 " long.
Can anyone help identify the maker's mark on the back?

International's Frontenac pattern, introduced in 1903, at that size, they'd be demitasse spoons.
