Two fish Hallmark

I am not sure if this is American or European so I put it in this category.

I could not find a sterling mark but it is not plated and it looks like sterling and there is a hallmark. It is on a long delicate chain with long thin links and cut out accent pieces on either side. The birds look like stylized swallows. I think the piece is 1920s-1930s but any other thoughts would be welcome. The hallmark is two stylized fish in an oval with letters inside. Sorry for the photo I just could not get a better picture. The letters LOOK like IBF but I can't tell for sure. I would love to know the country of origin and any other information you might have. Thank you!
