Small Sterling Cup Star of David '84

This is a small sterling cup with a Star of David on one side and a 5 pointed leaf on the other. The hallmark isn't tremendously visable in the photo. It's a fluer d les on top with a row of 4 small emblems then an 84 beneathe that just above the STERLING mark. I've looked and looked and can't find this anywhere. I don't know if it's American, German, French or what...but I believe the 84 is probably 1884. My friend told me it looks more like 1784. Can anyone help me. I hope these photos upload. I'm going to go out on a limb with this and make some guesses here. I would say that this Kiddush cup looks to me hallmarked twice. It seems to me that it came from Russia. It has a city mark, and the 84. I cant see the other characters, but is it possible that they are cryllic letters? The cup probably ended up in Israel or the US and was stamped again Sterling. On the other hand, I have also seen the 84 mark used by Russian silversmiths after they left Russia and emigrated elsewhere. I believe that one of these two scenarios could be the answer to this mystery. I would love to here from any experts on this, even if it is to say that I am totally off the "mark".
