Peper Pot?

Does anyone know what this item is used for . I collect pepper pots and thought that was what it was until I inspected it. I bought an identical item but it has foreign hallmarks. It cannot be a pepper pot as it is not free standing , I know it is victorian as it has a queens head hallmark. As it has not got an import mark can any one tell me how we have a foreign make and a British make. I will try to get a better picture of the hallmarks if they are not clear.The item is 3" long Thanks

Just a wild stab in the dark because i know nothing about antiques, but it could be a smelling pot. it might have had some pleasant smelling herbs in esp. if the original owner worked in impoverished areas!
