Trying Harder; Need Help Identifying This British silver mar

Attached are four photographs of an old Brigg riding crop with silver fitting. I cannot properly identify the British mark. I have tried using the hallmarks explained section but still am stumped with the "1".

It's not a "1" but an "l", London 1906.

Town mark appears to be the Leopard of London. No Duty markso post 1890 . Form of Lion Passant with both top and bottom with bobbles is London 1896/97 to 1915/16. Style consistent with those datings. Date letter is small "l" for 1906/07. I must admit that the "l" goes look like a " 1" (one) though !

Charles Cooke & Colen Cheshire are the two possible makers. Their marks are too similar to make an accurate call.
