Unclear Mark/design on sterling child toothbrushes

I have an old children's toothbrush set in sterling. It appears to me the year? mark is a W.. but I can't tell what design it is inside of.
the word sterling is also on the handle, about half way down. The basket is marked only: England. On the bottom and on the toothbrush hook. Anyone recognize this mark or design? Thanks!

The mark on the toothbrush looks similar to one used by the Weidlich Sterling Spoon Company. Check here:
