Who is this? W.Cowan mark

Have a large (13 1/2 in.) silver ladle that is pre-civil war. Can't find any info on it. Stamp marked on back with W.Cowan and two eagles.
Please help. I have pix but can't figure how to upload.

Hello.
My books show two William Cowans who used a W Cowan mark.

William Cowan, born 1779, died 1831.
Fredericksburg, Virginia (c.1803) and Richmond Virginia (c. 1803-1831).

William D. Cowan, Philadelphia, Pennsylvania (c. 1808-1814).

Thanks so much. This ladle belonged to John Parkhill and I think it was a wedding gift (1836).
