1930s silver dress clip. Poss American? Maker unknown.

Hi. Am new to the forum and hoping you can help me out. I bought this silver dress clip a little while ago but can't for the life of me work out which country it was made in or the makers name. I think it's 1930s and judging by the style I originally thought it might be continental. It doesn't have a British hallmark.

It only has two marks. The makers mark is partly misstamped so only shows an anchor followed by an A in an oval surround. I think there would have been another initial before the anchor but just can't make one out. The second mark is a small rectangle but again I can't make out what is in it.

It's the second rectangular mark that makes me think it might be American as the continental pieces around this time usually have at least 800 mark. I've searched this site extensively but still no luck so any thoughts would be very much appreciated as its a beautifully made piece and I'd love to know more. Many thanks Lucy x
