is this german silver

i have a basket which i suspect may be german but have no specific evidence beyond the feel of the metal. i do not find a hallmark but there are initials as noted. am i barking up the wrong tree? can anyone read the intials or explain what the indicate - maker's mark?

Possibly George Roth, but not 100% sure.
