Help hallmarks on Puritan spoon

Hello everyone! I usually can find my hallmarks info but this one has me stumped. I was at my brother-in-laws over Christmas and we were discussing my silver collection when he asked me to look at this piece. It was given to him and his wife as a wedding present 25 years ago and was never told anything about it. The woman who gave it to them was museum curator and this came from her personal collection. I figured out it was a Puritan spoon but the hallmarks and their placement have been giving me fits. I'm not sure if the anchor is for Birmingham or ? I will answer any questions I can about the piece but it is not in my possesion but I can find out with a little time.
