Identification of Hallmarks on Tea Set

Greetings:
I've recently acquired a 3 pc Tea Set (Teapot, Sugar & Creamer). There are 4 marks on each piece but after going through several silver hallmark forums and to the library, I can't seem to identify them.

The first mark is a crowned leopard within a shield, the second looks like Brittania to the right, the third looks like a Roman soldier's helmet (I can't find this anywhere), and the fourth is a lion lying down facing away. Above his head is a shield with what looks like an "L" within the shield.

If anyone can provide information regarding the date and maker of this set, it will be greatly appreciated. Below the marks reads "silver on copper". Does this mean it is silverplate?

The top of the teapot is adorned with a finial that looks like an acorn hanging from a leafy stem. Is this a European set or made in US?
