with Minerva hallmark on the cover
and the maker's mark
triangle shaped

with inside

It's very difficult to tell from the photo, but I'm reasonably sure it's Hyacinthe-Prosper Bourg, a prolific and accomplished Louis-Philippe-era maker. His mark was registered on 10 April 1824 and cancelled on 3 August 1854.

The squat, fluted & lobed form and fanciful mascaron spout are very typical of 1840's French silver design.
