Help needed to Identify Marks on Tea Strainer

This tea strainer looks European in style but I cannot identify the marks.

Nils Jacobsen (1820-1882), working in Fredrikstad, Norway from 1846. "13-1/4" is the fineness in løding, equal to .828 fine.
