Silver Tray Stamped 84 and A.?

My first thought that this was silver-plate. If from Russia does the 84 indicate 875 silver?
And if not Russian what other possible countries?
Also, unsure how to read the second letter. A.?
I am hoping to hear opinions from the forum.
The tray is attractive and measures 10" x 20"

This is not Russian silver.

I had the tray tested for silver. it tested at 87.5%
However still hoping to ID the country or maker.
