Silver cakeserver, German?

Silver cakeserver, I guess german because of the 13 (Loth) number. Can anyone help me to find out who the maker is and the period? Thanks in advance!

For starters see Norway, flower head is the town mark of Trondheim, followed by the assayer's mark (1846?), 13½ lod or 844/1000 silver fineness ;
