Russian Tea spoon

Good morning everyone.
I have these 13 cm long teaspoons.
Using a magnifying glass, I was able to see an 84 hallmark, so I think they're Russian.
I can't tell if the nearby hallmark is from the silversmith or has a different meaning, and above all, I can't determine its period.
Sorry if the photos aren't very clear but I couldn't do better than this.
