Can you please show a clear image of the "apostle" and the back of the spoon?

The unknown third mark can you make a couple of pictures, different angles, perhaps maybe then it will become clearer what it could represent?
To me it appears, the maker's mark is struck twice, and that the zig zag mark made by an assayer is not showing or missing.
Can you also tell us the weight and length of the spoon.

The spoon could date from the 17th century.
The spoon handle is constructed of two parts, separated by a profiled rectangular spacer, and the handle is cast. The lower part of the handle features a relief decoration of a bird and fruit. The upper part is twisted. Two identical maker's marks point to the province of Groningen. If the spoon is not hallmarked, the familiar zigzag mark is missing, and the spoon was sold or made outside the city of Groningen.

The fox passant on a torse or wreath is a British family crest.

Could it be Harmen Baer from Winschoten? 1653 he started there.

Zijn meesterteken, HB in monogram, kon pas vrij onlangs toegeschreven worden. Zie artikel van T. Vroom,

According the information, Harmen Baer from Winschoten, maker's mark HB, in monogram.
I have my doubts. A monogram is a design consisting of two or more letters, often initials, combined or overlapping. It seems to me that we're looking at two separate initials here, but I'll check for you. Also his mark, what kind of cartouche, round, square or rectangle?
The length and weight are typical for a 17th-century spoon; the apostle is "scary" Paul with a sword, indeed a Groningen spoon.

Harmen Bear, active circa 1653; his maker's mark is 'HB' combined in an oval. This maker's mark appears twice on a pin tray.
