Sorry I have to disappoint you. Your object is not Russian made it is imported to Russia from ???? the mark with 84, Odessa's town mark and ПТ means ПРИВОЗНЫХ ТОВАРОВ, i.e "imported goods"

Sorry forgot to tell that the this import mark was implemented in 1882 (-1899), before that imported goods carried the assay office's marks only, but no maker's mark.
