French export and other mark

Good evening! I've a vermeil cutlery service with, I think, an export marks 1840-1878 (to Italy?). There is no the silversmith one. There is another silvermark that seems to be the one for the 2nd title (889/1000) for small works for the Papal States (two crossed keys with a tiara). Could it be an imported cutelry service from France to the Papal States?

Yes, that's right, more precisely imported to Rome, since there is no letter under the crossed keys.
