Hi, welcome to the forum.
Silver tea spoon with the Brabantian lion or Brussels lion under crown.
These are Dutch marks. The sword mark standard mark for small silver work minimum fineness 833/000. For Dutch hallmarks see:

The maker's mark is not clear perhaps AS3 for; A. Springer, registered in Amsterdam and Rotterdam, 1921-1948
