The “M” in the Minerva mark indicates the assay office in Marseille, Bouche-du-Rhone; they began using this mark in 1865, so your piece must be after that. Although there is no reference which covers later 19th century Marseille makers, the Juge family of silversmiths are well-known.

Jean Gregoire Juge
Born: 12 Mar 1791, Marseille, son of Esprit Juge & Rose Amourouse
Married: 22 May 1811, Marie Sophie Cayol
Died: 27 Dec 1862, Marseille

He was succeeded by his sons:

Jean Joseph Juge
Born: 15 Apr 1815, Marseille
Married: 24 Apr 1852, Appoline Barbe Rouviere
Died: 3 Nov 1882, Marseille

Joseph Clement Theodore
Born: 20 Nov 1830, Marseille
Married: 17 Jun 1862, Rosalie Gabriel
Died: 27 Apr 1882, Marseille

The style of your cup is certainly consistent with the 1870s/80s, but it could be a bit later; I do not know if Juge Freres had any descendants who succeeded them.

Great photos!

According to my research, the M assay office mark was used in Marseilles after 1868.
