Sterling Banded & Capped Heavy Glass

I’m thinking combination centered conical match-stand and ash tray here. Or perhaps pipe-rest and tool holder. Anything more precise? TIA

No maker mark, just STERLING stamped in base band.

Match holder, strike on frosted part, tray is for spent matches.
