Dutch? Tongs

Hi,
This one confuses me, even what kind of tongs it is, petit four?
Then the markings are hard to read something like 6% and FOR / EGD
I hope someone recognizes it, The % symbol looks uncommon.

Not Dutch. Scissor-shaped three-finger claw (serving) tongs.I believe the left mark to be for 10 3/4(?) lot, below 11 lot or around 671/000 fineness. If lot it point to German speaking region- Northern Europe.
