Maker "JC" Joseph Carnell?

Maker "JC" Joseph Carnell?

Looking for the maker of this pickle fork, Birmingham 1838, mark 'JC'. Could it be Joseph Carnell?

Carnall's mark was JC so he is certainly a possibility. Another candidate is James Collins who seems to have been active for a longer period and, in particular, was still active in 1838.

I just found an identical fork attributed to James Collins from 1848 so he might be the best bet.
