Help identify maker and purity of Sheffield platter

Help identify maker and purity of Sheffield platter

I bought this yesterday and assumed it was sterling do to the passant mark but when I brought this to a gold and coin store today they quickly said it is not because it doesn’t have sterling or 925 written on it. That went against what I’ve read online though in regards to old English silver. Is it likely silver plate or sterling? And any idea of the maker? Thanks!
