Does anyone know this hallmarks?

Your spoon was made between 1819-1838 of 800 standard silver in the French provinces, as seen by the third mark. To determine the maker, you’d need to know where to begin to look. The last mark in an oval reserve is the guarantee mark which would tell you the place of manufacture. However the mark is so out of focus that I cannot see the number of the province.
