- Date letter seems to suggest a "C" indicating 1898
- The remaining mark could be an import mark, which I cannot decipher
- "WM" seems to indicate William Moering
- It's not as clear in the image, but the numbers are 930, which leads me to believe that this is a German import, possibly Hanau. The repousse imagery also appears to indicate Hanau origin.

Is my attribution correct?
I purchased this little creamer a little while ago and just got it in the mail today. The seller thought it was Italian, but I'm pretty sure this is English, possibly imported from Germany. Please let me know if my attribution below is correct, which is based on my limited knowledge.

Your interpretation looks fine to me. The second from right mark, the import mark, should be "F" but it seems damaged or incomplete, possibly through being struck over another mark or an imperfection. Hanau looks like a good guess for its origin based on the 930 mark and William Moering's track record of Hanau imports; so it's most probably German, imported into England.
