Are these coin silver marks?

I'm trying to decipher these marks, which were represented as coin silver marks. However, I'm a little unsure, as I've never seen coin silver marks like these before. These look like a "13" and "14" to me, instead of a silversmith's name or typical marks representing their shop/retailer. Honestly, I think these look more like silver-plate marks, denoting the number of grams of silver used to plate the spoons. I don't think these are Loth marks, either. But I'll definitely need to leave that determination to better trained eyes. Any insight would be appreciated.

The image is too small, but it looks like [13] [Lo] to me, which would be a Norwegian purity mark.

It would be helpful to see front and back pictures of the whole piece in these queries.
