Sterling Find at Estate Sale - A Couple of Questions

Found at an estate sale in the USA. The collar is marked “Sterling,” but was unable to find a hallmark or makers mark - does this suggest that just the collar is sterling? Does anyone have an idea about how old it might be or the maker? What type of fork is this? It is also inscribed with “Mabelle” on the front - presumably the first owner of this fork. I'd love to know a little more on its history.
