10K Ring Mark "Emblem" Identification

This was as good as I could get the photo, I can keep trying if it's not clear enough. Seeing this mark appears is to be an emblem or logo there is really nothing for me to begin a search with so I decided to take my chances here before trying to get lucky on an image search!
