Confirming Dognose's identification of the maker, the "silvercollection.it" has the manufacturers mark "HRS&Co", the same lettering that is on your items, also listed as belonging to Henry Rogers, Sons & Co of Sheffield. That site has an image of a different example of the mark but it also carries a pictorial mark featuring a flag on a pole over a crown, the same pictorial mark that you have photoed.
