Hi,
There seems to be very small mark above GM and 900 (on the rim).Better close up is needed, though.
GM and 900 (fineness) cannot help, not even a country and let alone the maker.
Regards

Hello Sir, now I come back with 2 clear photos. My father successfully made one clear. Is look like is the Austrian hoop with number 2 and A. Is also GM and have another number inside on the bottom 3

Hi,
Right.it is Austrian Republic hoopoe mark;number 2 indicates second standard .900 and A stands for Vienna.
There is a controversy here, though;assay office letter should be W for Wien (Vienna) but there are examples with A

Thanks so much Sir. I think it was that period when they change Diana head with hoopoe and they didn't "make it right". I mean until they establish the new hallmark they used A for Viena until they changed with W. Is happens many time. When a change is made, the final product go through some processes.

But any idea about GM and number 3 on the bottom?

Thanks so much for info and stay safe !

Number 3 is irrelevant;serial, pattern, internal inventory number etc.
Will search for GM maker in Vienna.
