I think you are seeing worn marks for Bergen Norway from around 1800.

The mark to the left has undoubtedly some similarities with Bergen's town mark, but that's about all you can say about this badly "fixed" fish server. What kind of a silversmith (definitely a goof) destroys an object's silver marks? In addition, it doesn't actually look Norwegian (in my eyes), but...?

Norway could very well be correct. I can also see the anker.
But most of all design and decoration is very Danish (ie also Norway) arround first quarter 1800.
