Eye Inside a Star Maker's Mark ID help

Hello,

Can anyone identify the silversmith of this folding picture frame? I think this is late 1800's America (probably NY or NJ). But it could be British. Thanks for any assistance.

Am curious also about the "bubbling" in the finish here.

Do you think the "19" indicates grams of silver?

Hi,

Silver photo frame, the number 19 I believe not to be a weight indication be more a internal reference number used by the silversmith/house.
