Please help identify hallmarks on caster

Hi: I've been told this caster is silver, 19th century, and Dutch, but I can't find the marks in my reference books. Any help on age, origin, etc. would be appreciated. Thanks!

Those do not appear to be Dutch hallmarks, probaly pseudo-marks.
