Unknown Salver Please Help me

I`ve got this salver. I guess it is from Austria-Hungary ca. 1900.
But I´m not sure. Does anybody know more about it?

I thinkthe head with the number 3 under is from hungary from 1937 on with 800 silver

The inscription is Hungarian for "plenty" or "many" boldogsagot - the latter has the translation service stumped.

it means "much happiness"
