800 would usually indicate a Italian or German origin.

Appears to be a Hildesheimer Rose design, so I'd guess German.

Hello,
with the "Hildesheimer Rose" design it looks like to be german origin.
but the 800 alone (without halfmoon and crown) you can not be sure that it is really silver.
