UNKNOWN MAKER~HANDWROUGHT LADLE? ~ FLOWER SYMBOL~STERLING??

Yet another enigma to me.....I am not sure if this is sterling, but It seems like it. Any info on this simple sturdy ladle.....thanks~sharon

The "flower symbol" on the left is the shape of a typical standard mark of Austria-Hungary.
