Hi,
The maker is Malcz in Warsaw, Poland.
Lombard owl mark (to enter the market in a pawnshop)
Polish later mark.
Russian 84 mark
Malcz anchor mark

Open salt, condiment cellar.

Second half 19th century.
Before 1850 Loth (12 or 13 ) standard was used.

Almost every eye bath is shallower than this and the opening should be an oval to fit the contour of the eye.
The attribution to more lucrative medical instruments by antique dealers is understandable: if there is no a pair of condiment open cellars, try to describe the remaining piece as eye bath. Reminds me of misattribution of many Biedermeier Zuckerdose as ‚‚ Etrog box‚‚
