Hi, I need help to ID this mark , the tray has a silver hallmark RV and Star, Thanks

It is Spanish silver, 915/1000 pure. Someone else will have to help you with the maker or manufacturer. Great looking tray. https://www.925-1000.com/foreign_marks6.html
