Misterious flower mark on 12-loth silver plate, ca 1780-1800

Hello,

I would like to use your help with identifying a flower mark.
It's struck on silver (12 loth) plate of central European origin, ca 1780-1800 I guess.
There are only these two marks: 12 loth standard mark and the misterious flower mark. I searched for this mark in books and online, but I cannot find anything like it. It's most likely a town mark although there is also possibility it's a maker's mark. Any ideas?
I will be very grateful for any hint. Thanks!

Just a guess but there is a very similar mark listed as being from Dordrecht Holland that was used in the late 18th century. However, I have never seen a Dutch piece use Loth marks before so I am probably wrong.
