Austrian mark on silver spoons

I think I am doing this right. Based on your help today, I guess (from the DOG'S HEAD mark), that I have an Austrian spoon from 1867? What are the other two hallmarks.... "LIPP" looks upside down....and "B.A." I guess should be a city (but what city?)

HEllo!
I think, you don't understand, how the hallmark system worked in Austria-Hungary. You can see a character in the hallmark. That shows the region. For example if you can see a P, that's for Pest.
My oppinion, the maker is BAchruch Antal in Pest. Check This:

The other mark is not known for me, but we know, that Zipper Antal Henrik (Anton Heinrich Zipper) was the partner of BAvhruch, so it is possible, that ZIPP mark is for him.

Thank you. My father was a diplomat in Budapest in 1960-1963. Now I understand why he had this silverware (Austro-Hungarian)
