Yes, it`s tughra used in Ottoman Empire 1844-1923. I am not sure whether the mark changed with every new ruling sultan, the only way to date it. Reading it is difficult, modern Turks cannot read Arabic and Arabs can read but do not understand,especially Turkish calligraphy. I think the spoon is late 19th.century.

Hello, a sharper image might tell more, but this looks like the tugra of Abdulhamid (reigned 1878-1909). The oval around the tugra was introduced with the coinage reform (1840/44). The smaller mark is the "sah" mark, which inidcates that this was assayed according to the reformed regulations. The fineness is 900/1000. Is there no maker's mark ? Best wishes, Bahner
