Hi! The "13" in the hallmark probably means 13 Loth, the silver fineness on a 16 point scale (i.e., your piece is .8125 fine). 12 Loth (.750 fine) and 13 Loth are the usual grades on this scale, utliized in Germany, Austria and Hungary. There is a decent fit between your mark and that of Budapest, 1862. Unfortunately, I have no references re the maker's mark. Hope you enjoy your piece!
